Encouraging use of qualifications

Qualifications are the most practical way we have available to identify a skilled person and workforce. It seems commonsense that every business, both large and small would prefer a properly skilled worker and yet large numbers of employees in the industry are unqualified; large numbers of businesses (particularly smaller ones) choose not to access the training and development system.
